This is a permanent full-time position working 35 hours per week.

 

Purpose:

Reporting to the Manager, Systems Planning and Evaluation, the Supervisor, Quality and Community Development is responsible for overseeing implementation of supports for a high quality, responsive, and accessible early years and child care system in Halton. 

 

Preferred Background:

The successful incumbent will possess a degree in community planning and development and/or degree or diploma in Early Childhood with three to five (3-5) years’ experience  working collaboration with multi-sectoral community agencies/partners  to  lead and support implement  new initiatives, projects, and program development related to early years and child care. A minimum of three (3) years supervisory experience is preferred.  Expertise in community development, and early years and child care systems planning with the ability to engage partners and manage staff, projects, capital planning, and administration are essential. Demonstrated leadership, relationship and problem solving skills to deliver high-profile, large-scale projects while motivating and coordinating multi-disciplined professionals are required. Required skills include the ability to work independently with minimal supervision; exceptional analytical, organizational and time management skills; excellent verbal and written communication skills, and conflict resolution skills.   In depth knowledge of the Child Care and Early Years Act, and Child, Youth and Family Services Act are essential. Working knowledge and proficiency in the use of Microsoft Office Suite (Word, Outlook, Excel, and PowerPoint) will be required. An equivalent combination of education and experience will be considered.

Working Conditions:

The successful candidate will be made an offer of employment on condition that the Regional Municipality of Halton receives a current (obtained in the past six (6) months), original and acceptable Criminal Record Check, including a Vulnerable Sector Screen by the first day of employment. The incumbent will be required to work outside normal office hours to attend evening meetings. Travel will be required between locations within Halton Region. Incumbent must supply own transportation. The successful candidate will be made an offer of employment on condition that the Regional Municipality of Halton receives a valid Ontario driver’s license.

 

Duties:

  • Oversee support for early years and child care operators to meet and maintain health and safety, licensing, and/or other requirements for a high quality, accessible early years and child care system
  • Review/evaluate practices and programming of local operators to ensure alignment with Ministry policies, guidelines and legislation related to early years and child care.
  • Apply professional standards, best practice guidelines, legislation, regulations, competencies, occupational standards, trends in early years and child care to set quality expectations for early years and child care practices and programs across Halton.
  • Monitor and report on quality assurance results/activities to the Manager and Director of the Division
  • Conduct research and analysis to provide professional advice to senior management related to early years and child care systems in Halton.
  • Proactively manage issues and projects using strong political acuity, stakeholder management and excellent communication and relationship skills. 
  • Effective leadership of a professional multi-disciplinary team of consultants through coaching, reflective practice, supervision, and effective team building. 
  • Build and maintain business networks, which include school boards superintendents, project teams and early years and child care operators, as well as Ministry of Education staff to coordinate a continuum of services for children and their families. 
  • Professionally represent the Children's Services Division of Halton Region as a knowledgeable public relations ambassador in varied areas of community support for children and youth initiatives. 
  • Liaise with Corporate Communications to co-ordinate Children's Services Division communications plan ensuring professional promotion of programs and consistent representation of corporate identity.
  • Perform other duties as assigned.
