            This is a temporary full-time position working 35 hours per week, up to 12 months.

 

Purpose:

Reporting to the Supervisor, Quality and Community Development, this position is responsible for leading the implementation of EarlyON Child and Family Centres across Halton, developing performance measures, oversight and governance processes and working with service providers to support system growth.

 

Preferred Background:
The successful incumbent must possess a degree in early childhood, human services or public administration along with three to five (3-5) years’ experience in project management and/or
implementation of new program models.  The successful candidate must be able to work independently as well as collaboratively with internal and external stakeholders; possess excellent verbal and written communication skills, and strong interpersonal, facilitation and conflict resolution skills. Excellent time management and knowledge of research and analysis skills are required.  Knowledge of relevant Acts, legislation, and frameworks, including but not limited to:  the Child Care and Early Years Act, and How Does Learning Happen? are essential.  The candidate must possess computer proficiency in MS office.  An equivalent combination of education and experience will be considered.

Working Conditions:

The successful candidate will be made an offer of employment on condition that the Regional Municipality of Halton receives a current (obtained in the past six (6) months), original and acceptable Criminal Record Check, including a Vulnerable Sector Screen by the first day of employment. The incumbent will be required to work outside normal office hours to attend evening meetings or be available for after hour emergencies. Travel will be required between locations within Halton Region. Incumbent must supply own transportation. The successful candidate will be made an offer of employment on condition that the Regional Municipality of Halton receives a valid Ontario driver’s license.

 

Duties:

·         Uses project management best practices to plan and manage the ongoing implementation of the new Child and Family Centres.

·         Develops EarlyON Child Care and Family Centres work plan identifying roles and responsibilities for Halton Region and operators.

·         Monitors milestones and action plans. Identifies project risks and develops mitigation strategies.

·         Develop oversight and monitoring process to ensure health, safety and well-being for children and families in Halton Region EarlyON Child and Family Centres.

·         Monitor operations of EarlyON Child and Family Centres to support client health, safety and well-being.

·         Liaise with service providers to support consistent programming for an equitable EarlyON system across Halton Region based on common goals and objectives. 

·         Work with internal and external stakeholders to support aligned programming across early years program areas.

·         Review EarlyON data, work in collaboration with internal colleagues to understand demographic trends, evaluate community planning processes.

·         Support a consistent early years system by bringing service providers together to identify and share effective practices. Support needs through joint programming efforts and shared services where possible.

·         Facilitate continuous improvement, consistency, innovation and responding to local community needs.

·         Develop communications and marketing strategies in conjunction with internal communications. Ensure alignment with Regional and Provincial government communication standards.

·         Prepare and/or deliver presentations, information reports etc. to a wide variety of audiences.

·         Develop and lead the implementation of performance measures for EarlyON Child Care and Family Centres.
