This is a permanent full-time position working 35 hours per week.

 

Purpose:

This role ensures the timely development and implementation of various strategies to deliver housing opportunities as identified in Halton’s Comprehensive Housing Strategy (2014-2024) and in accordance with the Regional Official Plan.  More specifically, the Intermediate Planner-Housing functions as an interface between growth management policies, development review processes, and housing program delivery.

 

Preferred Background:

The successful candidate will possess a degree in Planning or related field combined with a minimum of three (3) years progressively responsible experience in land use planning, preferably at the local, regional or provincial level, including giving evidence at the Ontario Municipal Board.  Knowledge of the Planning Act, Provincial Policy Statement, Ontario Housing Policy Statement and other Provincial land use initiatives, programs and strategies, are essential.  The ability to manage projects, work in a fast-paced environment, communicate effectively and meet deadlines is required along with strong problem solving, collaboration and political acuity. A thorough understanding of current municipal and provincial issues related to housing policy and program delivery, would be an asset.  Membership or eligible for membership in the Canadian Institute of Planners is required.  GIS and advanced MS Office skills are an asset. An equivalent combination of education and experience will be considered. 

 

Working Conditions:

Evening and weekend work may be required on occasion. Travel will be required between locations within Halton Region and incumbent must supply their own transportation.  The successful candidate will be made an offer of employment on condition that the Regional Municipality of Halton receives a valid Ontario driver’s license.

 

Duties:

  • Supports the operationalization and implementation of Halton’s framework for delivery of assisted rental and ownership housing solutions and the delivery of capital components of current or successor housing programs funded by Federal and Provincial governments.
  • Participates in the development of Official Plan policies and implementation strategies based on research and public input in Halton, and assists to maintain the Regional Official Plan implementation monitoring system. Gives evidence before judicial board hearings.
  • Supports a team of Senior Policy Analysts, Senior Planners, and the Manager of Planning Policy in the development and delivery of Halton-led housing programs, as well as in the review of local municipal Official Plan Amendments and other local planning initiatives.
  • Prepares technical papers, guidelines and reports related to housing initiatives and enabling tools, as well as Official Plan policies and amendments, for Council consideration.
  • Responds to public inquiries regarding the Region’s housing programs and delivery framework, as well as Halton Region’s Official Plan policies.
  • Consults and liaises with other governments and stakeholders on growth management initiatives and policy issues as they relate to housing programs and new unit securement.
  • Co-ordinates, monitors and resolves conflicts and problems on housing program and Regional planning matters affecting Regional departments, outside agencies, Local Municipalities, the Province, private industries and the public.
  • Assists with housing program administration, preparation of evidence for Ontario Municipal Board hearings and public meetings.
  • Performs other duties as assigned.
