This is a permanent full time position working 35 hours per week.

 

Purpose:

Reporting to the Director, Economic Development, the Manager, Economic Development will be responsible for developing, implementing and reporting on economic development programs and activities in support of Halton Region’s Economic Development Strategic Implementation Plan 2012 – 2021.

 

Preferred Background:
The successful candidate will possess a degree in Business Administration, Commerce, Economics or Public Administration combined with four to seven years managerial experience in economic development.  Professional accreditation from the Economic Development Association of Canada (Ec.D.) is desirable.  The successful candidate will have strong leadership and communications skills to lead a professional team.  Must possess strong knowledge of business attraction and employment land development, marketing and communications, economic research and export support.  Excellent project management and multi-tasking skills and ability to work in a multi-stakeholder environment.  Sound knowledge of digital communications strategies including social media.  Strong knowledge of economic development performance measures and statistical reporting.  Strong political acuity and advocacy skills.  Strong knowledge of provincial and municipal legislation relating to economic development and employment land development and senior government initiatives in trade and investment. 

 

Working Conditions:

Travel will be required, incumbent must provide their own transportation. The incumbent will be required to provide a copy of their driver’s license by their first day of employment.

 

Duties:

·         Provides leadership and manages professional staff in the areas of business attraction and employment land development, economic research, export support and marketing and communications. 

·         Develops and maintains strategic relationships with the Halton Local Municipalities, senior levels of government, office and industrial developers and realtors, chambers of commerce, business support organizations and industry organizations.

·         Monitors overall performance against key targets and performance measures set out in the Economic Development Strategic Implementation Plan and ensures timely, quarterly electronic reporting of Halton economic and real estate development activity and annual reports to Regional Council.

·         Works with internal partners to develop and implement a targeted digital marketing and social media strategy to promote Halton as one of the best places in Canada to do business.

·         Supports the successful implementation of corporate communications plans across the entire division.

·         Works closely with the Manager, Entrepreneurship Services and other stakeholders in the development, promotion and implementation of programs that support Halton small and medium sized enterprises to scale-up and go-global.

·         Oversees divisional research projects including business cost competitiveness, small and medium-sized enterprise development, exporting, sector studies and surveys of the Halton business community.

·         Manages Halton Region’s relationship with the Toronto Global foreign direct investment agency including the tracking of Toronto Global’s performance and annual reporting to Regional Council.

·         Oversees the Economic Development section’s customer relationship management system to provide regular reporting on business and employment land development inquiries and export activity and results.

·         Works with the Director, Economic Development in developing an annual budget and programming for the Economic Development section.

·         Performs other duties as assigned.
