This is a permanent full-time position working 35 hours per week.

 
Preferred Background:
The successful candidate must possess a degree in Finance, Economics or Accounting and minimum of five years’ experience in municipal finance. Must have a demonstrated ability to develop, coordinate and deliver accurate financial analysis and presentations for internal and external stakeholders within critical timelines.  Supervisory experience is preferred. Strong communication, collaboration, relationship building skills and advanced skills in computer programs with an emphasis on Excel are required. Knowledge of the SAP management information system and knowledge of municipal subsidized programs such as Long Term Care, Ontario Works, Social Housing, etc. are assets.  An equivalent combination of education and experience will be considered.

Duties:

·         Supervises three financial assistants who provide financial transaction processing in support of Social and Community Services programs.

·         Co-ordinates the preparation of annual Social and Community Services departmental budget including supporting text with department staff in accordance with corporate financial policies and financial reporting requirements.

·         Advises on financial strategies to address the funding of tax-supported programs and effective monitoring of funding from provincial/federal government.

·         Monitors actual expenditures and investigates significant variances through consultation with department staff for the preparation of operating budget variance reporting to Council three times per year.

·         Provides monthly budget reporting to senior staff to effectively monitor current spending, and subsidy to ensure financial management of program is consistent with the current year Budget and Business Plan.

·         Provides support and guidance in carrying out cost-shared program agreements and service contracts including financial reporting.

·         Undertakes financial analysis for special projects.

·         Prepares presentations for Council and Standing Committees.

·         Monitors required budget amendments resulting from staff reports.

·         Performs other duties as assigned.
