This is a permanent full time position working 35 hours per week.




Reporting to Leadership Development Program Manager, this position supports delivery of the Region’s talent management strategy including learning and skills development, succession planning and leadership development.


Preferred Background:

The ideal candidate will possess a degree in Human Resources or related field with a minimum of five (5) years’ progressive experience in a learning and development role with a strong focus on the use of learning management systems and learning content management systems (LCMS) preferably, SAP SuccessFactors. A strong knowledge of talent management and learning technology best practices is essential to this role. Required skills include excellent facilitation and communication skills and demonstrated experience applying project management and continuous improvement methodology to projects in previous roles. Related work experience will include conducting needs analysis, design, development, implementation and evaluation of both instructor-led and online learning. Extensive experience in technology-based learning solution platforms and e-learning tools such as Articulate or Lectora is required. Formal training in adult learning, curriculum design and CHRL designation are an asset.


  • Supports the maintenance of an enterprise learning management system (LMS)
  • Designs and develops tools for learning, including blended learning solutions (social technologies, web-based and classroom training) that support the Region’s strategic priorities and initiatives.
  •  Implements and monitors succession planning and leadership development initiatives including assessment and coaching tools.
  • Assists in the development and implementation of the annual training calendar for the Region and administers electronic employee training records. 
  •  Delivers talent management services to departments, including needs analysis, development plan creation, training plan design, performance improvement supports, vendor referrals, and management consulting.
  • Follows procurement protocols to engage external vendors and oversees vendor management.
  • Designs and develops e-learning courses to SCORM 1.2 standards, using project management methodology and in collaboration with subject matter experts.
  • Designs, implements and tracks training to meet new or changing health & safety and compliance legislation, in collaboration with health & safety specialists.
  • Performs other duties as assigned.
